UK – Call for evidence concerning electrolytic hydrogen production and use, closing 6th July 2026

On 28th May 2026, the Government commenced a call for evidence, seeking views on the technical and commercial aspects of electrolyser flexibility.

The information acquired through this call for evidence will inform future policy development in this area by filling what is currently a knowledge gap in this area. This call for evidence will close on 6th July 2026.

Hydrogen production forms part of the Government’s efforts to transition to a decarbonised energy system largely powered by intermittent renewables. Part of this strategy includes developing a system of hydrogen production which can provide a reliable supply.

This call for evidence relates to the flexibility of hydrogen electrolysers. Flexibility is the ability of an electrolyser to vary its operation in response to changes in power system conditions. Flexible electrolysers have the potential to absorb excess renewable generation, reduce curtailment and reduce system costs.

The objective of this call for evidence is to assist the Government with better understanding which policy changes could incentivise electrolysers to respond more dynamically to price signals, while identifying any technical constraints that may limit such flexibility. The evidence gathered will assist the Government with understanding how flexible operation of electrolysers can be technologically and commercially delivered from the perspective of both producers and end users. The Government also wants to understand the impact that flexible hydrogen production and supply could have on offtakers.

The Government invites responses from stakeholders in the energy industry, project developers, original equipment manufacturers, consumer groups, academia, think tanks and other organisations with an interest in the subject.
