Ireland | COVID-19 | Weekly regulatory update 24.06.2020

This week’s COVID-19 regulatory watch covers the upcoming Phase 3 and 4 roadmap for easing lockdown and the protocol from the Irish government on How to return to work safely. In addition, the Irish government published regulations related to some of the relaxations of the regulations and temporary restrictions related to international passengers.
PHASE 3 on 29 June From phase 3, you could travel anywhere in Ireland. Face coverings are recommended for any circumstances where social distancing is not possible. In addition, the following businesses will be allowed to reopen:
  • wellbeing services – for example: chiropractic, massage therapy, acupuncture, reflexology and homoeopathy
  • hairdressers, barbers, nail and brow salons, beauty salons, spas, make-up application services, tanning, tattooing and piercing services
  • driving schools
  • all remaining retail (for example, bookmakers), services and commercial activities
For more information about phase 3. PHASE 4 on 20 July The main changes are:
  • pubs, bars, hotel bars and casinos may reopen
  • gatherings of up to 100 people indoors and 500 outdoors will be permissible
For more information about phase 4 S.I. No. 212 of 2020. HEALTH ACT 1947 (SECTION 31A – TEMPORARY RESTRICTIONS) (COVID-19) (No. 2) (AMENDMENT) (No. 2) REGULATIONS 2020. This amendment allows the use of some premises for meetings of registered political parties (including parliamentary parties of those parties). S.I. No. 217 of 2020. HEALTH ACT 1947 (SECTION 31A – TEMPORARY REQUIREMENTS) (COVID-19 PASSENGER LOCATOR FORM) (AMENDMENT) REGULATIONS 2020. Until 9 July, international passengers (including Irish citizens) arriving in the State at a port or airport from a place outside the State complete a COVID-19 Passenger Locator Form for the purposes of recording and verifying information regarding their contact details and place of residence for a period of up to 14 days following arrival.
