The influence by 14th Five-Year Plan in China

China’s 14th Five-Year Plan outlines green energy conservation directions including energy conservation and emission reduction, environmental governance, green and low-carbon transformation, circular economy and energy transition.

Among them, the control of air emission, dedicate to achieve peak carbon dioxide emissions by 2030, and strive to achieve carbon neutrality by 2060. Although China aims to peak carbon emissions by 2030, many provincial and municipal governments are already preparing to do so. Shanghai has indicated that its carbon emissions will peak in 2025, five years ahead of the national target.

Other local governments articles or announcements also anticipate “carbon peak” and “carbon neutrality”, while Hong Kong’s carbon emissions peaked in 2014. Since the China government announce of the 30-60 target, government departments at all levels in China have actively responded to the call for low-carbon transition, and relevant policies have revolved around change. These changes are not only focused on environmental regulations, but also on the new technologies control such as safety use of electric vehicles, E-Bike and E- scooter etc.
