Autumn legislative programme published in Republic of Ireland

The Autumn legislative programme was published by the Government Chief Whip Jack Chambers TD on 14 September 2022. It contains 38 bills for publication and priority drafting by Ministers in the forthcoming Autumn Oireachtas session.

Cabinet has approved and signed off on the Autumn legislative agenda. The full list of bills in the programme can be views here.

Priority Legislation for Drafting and Publication this Session – Autumn 2022

Title of Bill: Oil Emergency Contingency and Transfer of Renewable Transport Fuels Functions Bill.

Purpose of Bill: To provide for oil emergency contingency planning and response measures and to affect the transfer of certain functions relating to the Renewable Transport Fuel Obligation Scheme and the Biofuel Levy under Part 5A of the National Oil Reserves Agency Act 2007 (as amended) from the Minister to the Minister for Transport and related necessary legislative amendments.

Status of Bill:  Heads in preparation.

Title of Bill: Finance Bill.

Purpose of Bill: To give legislative form to taxation proposals in Budget 2023.

Status of Bill:  Work is underway

Title of Bill: Licencing of Construction Activity Bill

Purpose of Bill: To provide for the establishment of a statutory licensing system for construction and related activities.

Status of Bill: Heads in preparation.

Title of Bill: Land Value Sharing and Urban Development Zones Bill.

Purpose of Bill: To amend the Planning and Development Act 2000 to introduce new provisions to deal with land value sharing and urban development zones reflected in Housing for All.

Status of Bill: Heads approved on 14th December 2021, PLS to be determined.

Title of Bill: Planning and Development Bill.

Purpose of Bill: To review and replace the Planning and Development Act 2000 with a consolidated Bill improving the clarity and structure of current code.

Status of Bill: Work is underway.

Other legislation for this Autumn session not on priority list:

Title of Bill: Emergency Management and Fire and Public Safety Bill.

Purpose of Bill: To underpin current established emergency management practice at national and local level, to consolidate and update the Fire Services Acts 1981 & 2003, to revise and enhance the legislative approach to safety at funfairs and to amend the legislation dealing with the licensing of indoor events.

Status of Bill: Work is underway.

Title of Bill: Communications (Data, Retention and Disclosure) Bill.

Purpose of Bill: To consolidate and replace the current Communications (Retention of Data) Act 2011.

Status of Bill:  Heads in preparation

 Title of Bill: Defamation (Amendment) Bill.

Purpose of Bill: To update aspects of defamation law, following statutory review of the Defamation Act 2009.

Status of Bill: Heads in preparation.

Title of Bill: Freedom of Information (Amendment) Bill.

Purpose of Bill: To update the Freedom of Information legislation arising from the review of the Act.

Status of Bill:  Work is underway.
