The England Environment Agency Charge Proposals from 2018

Regulation
On 12th of December 2017, the Environment Agency has updated the Consultation on proposals to make changes to a number of the charging schemes, setting charges for the period 2018-2023. The changes proposed aim to sustain and improve the regulatory activity, implement a simpler and more transparent charges scheme, and deal with elevated environmental risks. The Agency seeks views and analysis so that it can understand the impacts and benefits, as companies consider them, of the proposals. This consultation is seeking views on the charge proposals which the Environment Agency has developed to take effect in England in April 2018. The new charge proposals cover:
  • Environmental Permitting Regulations 2016
  • Radioactive substances regulation nuclear and non-nuclear permits
  • Marine licences
  • Waste Electrical and Electronic Equipment Regulations 2013
  • Control of Major Accident Hazard Regulations 2015
  • European Union Emissions Trading System
  • Definition of Waste Services
  • Planning advice
Most of the existing charge payers will see a change in their bill; some of them will see substantial changes. Consequently this consultation is of particular interest to businesses regulated under the regimes described above. This consultation represents an opportunity for businesses to contribute towards the development of these charging proposals. Once the Agency has considered all the consultation responses and made any changes, it will produce a consultation response document. It is planned to bring the new charging schemes into force on 1 April 2018. This Consultation runs until 26th of January 2018. You can submit your response using the online tool which will enable you to manage your comments more effectively.
