Exempted Manufacturers
The three categories of exempted manufacturers are:
- Importers of “articles” containing one of the 20 high priority substances
- Domestic producers of one of the 20 substances as a “byproduct”
- Domestic producers or importers of one of the 20 substances as an “impurity”
