E (SI) 2020/1076 – The Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 17) Regulations 2020
These Regulations amend the Health Protection (Coronavirus, International Travel) (England) Regulations 2020 (S.I. 2020/568) (“the principal Regulations”) to remove Bonaire, Sint Eustatius and Saba, Poland, and Turkey from the list of exempt countries and territories, in Schedule A1 to the principal Regulations, from which passengers arriving in England are not required to self-isolate. Passengers are not required to self-isolate on arrival in England if, during the 14 days preceding their arrival, they have only been in or transited through exempt countries or territories, or exempt parts of countries or territories. Passengers who have been in or transited through a non-exempt country or territory, or a non-exempt part of a country or territory, must self‑isolate until 14 days have elapsed since the day after they last left a non-exempt country or territory, or a non-exempt part of a country or territory. The changes affect passengers who arrive in England after 4.00 a.m. on 3rd October 2020.

These Regulations amend the Health Protection (Coronavirus, Restrictions) (No. 2) Regulations (Northern Ireland) 2020. They introduce restrictions in a designated district, here defined as the Derry and Strabane district area, for a period referred to as the active period, on indoor gatherings, hospitality businesses, guesthouses and hotels, indoor facilities, libraries and outdoor gatherings, with various exemptions.

These Regulations amend the Health Protection (Coronavirus Restrictions) (No. 2) (Wales) Regulations 2020 (the “principal Regulations”). The amendments—
  • allow a household made up of no more than one adult (whether or not children also live in the household) living in a local health protection area and another household that also lives in the area, to form an extended household temporarily;
  • permit skating rinks to open, but measures must be taken to minimise the risk of exposure to coronavirus on the premises (in accordance with regulation 12 of the principal Regulations);
A household may form a temporarily extended household in accordance with the amendment made by these Regulations whether or not it had previously formed an extended household (with up to three other households) before its area became a local health protection area.
