On October 21st 2015, the New York State Department of Environmental Conservation (NYSDEC) announced that the final new program policy for operator training under the Petroleum Bulk Storage (PBS) regulations and Chemical Bulk Storage (CBS) regulations is now available.
Orientation
The document provides guidance on operator training and testing for certain underground storage tank (UST) systems at PBS and CBS facilities in New York. The final new program policy will become effective on November 20th, 2015.
Maintenance
Under the PBS and CBS regulations, which the NYSDEC revised earlier this year, operators and tank system owners of certain types of UST systems must designate Class A, Class B, and Class C operators to oversee the maintenance of facility tanks.
The new program policy clarifies that any person designated as a Class A or B Operator must pass an exam administered by the NYSDEC or be certified by another state’s operating training program approved by the NYSDEC. By contrast, Class C operators are not required to possess these credentials but must still be trained by a Class A or B operator.
