Before joining Troutman Pepper, Dave served as the senate-confirmed Assistant Administrator for the Office of Water at the U.S. Environmental Protection Agency. Previously, Dave served as the Director of the Environmental Protection Unit for the Wisconsin Department of Justice and as a Senior Assistant Attorney General for the State of Wyoming following more than a decade of experience serving business clients as an environmental and regulatory attorney based in Washington, DC.
