US: PHMSA Proposes to Authorize Transport of Liquefied Natural Gas by Rail

In the October 24, 2019 issue of the Federal Register, the Pipeline and Hazardous Materials Safety Administration (PHMSA) proposed to amend its Hazardous Materials Regulations. The purpose of the proposed rulemaking action is to allow for the bulk transport of Methane, refrigerated liquid, commonly known as liquefied natural gas (LNG), in rail tank cars. Public comments are being accepted through December 23, 2019. If enacted, the effect of this rule change would be to authorize the transportation of Methane, refrigerated liquid by rail in certain Department of Transportation (DOT) specification 113 (DOT-113) rail tank cars.
