Washington: Governor Signs Bill Adopting EPA’s SNAP Rules 20 and 21 Banning the Use of HFCs

On May 7, 2019 Governor Jay Inslee of Washington signed into law HB 1112, which adopts as state law EPA’s Significant New Alternatives Policy (SNAP) Rules 20 and 21 that were largely vacated by two court decisions over the past two years. These rules banned and phased out the use of HFCs as substitute refrigerants due to their impact as green house gases. The new statute requires the ban and phasing out of HFCs to begin January 1, 2020 for certain products and uses. It also requires the Department of Ecology to promulgate regulations in according with its text. As a result, the Department is expected to begin drafting regulations promptly.
