UPDATE: Proposed Oil and Natural Gas Sector NSPS [US]

The Environmental Protection Agency (EPA) published proposed amendments to the new source performance standards (NSPS) for the Oil and Natural Gas Sector on July 17, 2014.

During the public notice and comment process, a comment that addressed the EPA’s proposed definition of “low pressure gas well” was inadvertently omitted from the rulemaking docket’s record.  The EPA then finalized the proposed definition on December 19, 2014 without consideration of this comment.

Therefore, the EPA has re-proposed its definition of “low pressure gas well” for notice and comment to correct this procedural defect.  In this reconsideration action, the EPA is also proposing to revise the definition of “storage vessel” to remove language related to such vessels that are “installed in parallel” or “connected in parallel”.  Comments are being accepted on this reconsideration action until April 22, 2015.
