On November 2, 2015, the Missouri Department of Natural Resources published fourteen Orders of Rulemaking in the Missouri Register for amendments to the hazardous waste management rules codified in Title 10, Division 25 of the Code of State Regulations.
The revisions ensure that the Missouri hazardous waste management regulations are no stricter than the federal hazardous waste management requirements, which are incorporated in the revised rules by reference. This rulemaking becomes effective on December 30, 2015.
In response to the “No Stricter Than” statute of the Missouri Hazardous Waste Management Law (Section 260.373 RSMo), the Missouri Department of Natural Resources has revised its hazardous waste management rules to ensure that they are no stricter than corresponding federal regulations.
In addition, several hazardous waste rules published by the U.S. Environmental Protection Agency (EPA) have been incorporated by reference in this rulemaking, including: Conditional Exclusions for Solvent Contaminated Wipes; Hazardous Waste Management System; Modification of Hazardous Waste Manifest System; and Electronic Manifests.
The following sections of the Missouri Hazardous Waste Management Rules are affected by this rulemaking:
10 CSR 25-3.260. Definitions;
10 CSR 25-4.261. Methods of Identification;

10 CSR 25-7.268. Land Disposal Restrictions;

This rulemaking becomes effective on December 30, 2015.
