Mississippi Department of Environmental Quality Proposes Amendments to SSM Rules and NSPS and NESHAP Standards
On 17 August, 2016 the Mississippi Department of Environmental Quality (DEC) proposes amendments to the state’s startups, shutdowns, and/or malfunctions of air emissions equipment (SSM) rules and New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP) Standards. The amendments to the SSM rules specifically will be to 11 Miss. Admin. Code Pt. 2, Ch. 1, Rule 1.10 and the state’s SIP Revision. The purpose of this change is to address the state’s regulation inconsistencies with US EPA’s new policies regarding SSM. The other amendments will adopt by reference new amendments to the Federal NSPS found in 40 CFR Part 60, NESHAP found in 40 CFR Parts 61 and 63, and Federal Consolidated Air Rules (CAR) found in 40 CFR Part 65.
