The Department for Environment, Food and Rural Affairs (DEFRA) has published an open consultation on the ’proposed amendments to waste incineration guidance’ on 14th September 2015.
Aim of the consultation
The consultation is only requesting views on the clarity of the changes to the guidance without seeking opinions on whether the changes should be made or not.
Small appliances affected
The changes to the environmental permitting guidance on waste incineration concern small and basic appliances. The example given is a Small Waste Oil Burner (SWOB) which will be subject to requirements of the Industrial Emissions Directive (IED).
The changes ensure that the guidance clearly states all waste incineration and co-incineration facilities burning waste oils in England and Wales come under the scope of Chapter 4 of the IED.
Impact
The changes to the guidance are said to reduce air pollution from the burning of waste oil because it will require compliance with Chapter 4 of the IED. An impact assessment has been produced but DEFRA are still requesting information which will support any conclusions drawn.
