Connecticut DEEP Proposes to Amend and Adopt Air Quality Regulations Covering Consumer Products and Architectural and Industrial Maintenance Coatings and PSD Program
On November 8, 2016 the Connecticut Department of Energy and Environmental Protection (DEEP) proposed to amend and adopt sections of the air quality regulations revising three air quality programs:
- the volatile organic compound (VOC) content of architectural and industrial maintenance (AIM) coatings
- the VOC content of consumer products
- the prevention of significant deterioration (PSD) permit program.
The proposal will add a number of new AIM coating categories to RCSA sections 22a-174-41 and reduced VOC content limits for some existing coating categories. The amendments will also update the New Source Review (NSR) permitting program, which will include identification of nitrogen oxides (NOx) as an ozone precursor in the PSD program and the addition of a minor source baseline date for fine particulates (PM2.5).
Written comments must be submitted no later than 5 pm on Friday December 16, 2016 via the eRegulations System or by U.S. mail or electronic mail to Paula Gomez, DEEP, Bureau of Air Management, Engineering and Enforcement, 79 Elm Street, Hartford, Connecticut 06106-5127, paula.gomez@ct.gov. A public hearing will also be held on Wednesday December 14, 2016 at 2 PM at DEEP 5th Floor, Holcombe Room, 79 Elm Street, Hartford, CT.
