Colorado Air Control Commission Announces Public Hearing Regarding Ozone Rule Changes
On September 10, 2016 the Colorado Air Control Commission announced that it will hold a hearing on the proposal to modify ozone rule changes in Regulation Number 7 titled “Control of Ozone Via Ozone Precursors and Control of Hydrocarbons Via Oil and Gas Emissions,” specifically 5 CCR 1001-9. The hearing is scheduled for 11/17/2016 at 9:00 AM at the Colorado Department of Public Health and Environment (4300 Cherry Creek Drive South, Sabin Conference Room, Denver, CO 80246).
The changes proposed are associated with Colorado’s moderate ozone non-attainment classification under the Clean Air Act and separate revisions to address EPA concerns with previous SIP rule language submittals. The proposed revisions are as follows:
- Incorporation of State-only requirements for combustion device auto-igniters into Colorado’s federal Clean Air Act State Implementation Plan (SIP);
- Establish condensate storage tank audio, visual, and olifactory inspection;
- Establish Reasonably Available Control Technology (RACT) requirements for both printing operations and general industrial cleaning solvent use;
- Provide for the implementation of RACT for major sources of VOC and NOx;
- Establish RACT for combustion sources; and
- Adjust the applicability of Regulation Number 7 accordingly.
- Establish monitoring, recordkeeping and reporting requirements for glycol natural gas dehydrators and natural gas processing plants;
- Remove references to EPA approval of emission factors; and
- Renumber, revise or revert to previously typographical, grammatical and formatting changes.
