Colorado Division of Oil and Public Safety Proposes Amendments to Storage Tank Regulations
On 10 July, 2016 the Colorado Division of Oil and Public Safety within the Department of Labor and Employment proposed approving amendments to the Storage Tank Regulations 7 C.C.R. 1101-14. The primary purpose of this proposal is to adopt the 2015 revisions of the federal EPA regulations related to underground storage tanks (USTs) found in 40 CFR part 280 and 281, created pursuant to 42 U.S.C. sec. 6991.
The proposed amendments increase emphasis on properly operating and maintaining UST equipment and, per the Division, will property help and detect UST releases.
In addition, the proposal is also updating section of Article 1.5 Motor Fuel Dispensing and Product Quality and Article 5 Release Response. Importantly, many of the updates call for increased monitoring and reporting of USTs.
A rulemaking hearing will be held on 8 August, 2016 at 633 17th Street Suite 500, Denver, CO 80202. Comments can be made to Jennifer Steffes, Program Manager at Jennifer.steffes@state.co.us.
