PHMSA proposes incorporating 98 special permits into the Hazardous Materials Regulations [US]
Evaluation of special permitsUnder the Moving Ahead for Progress in the 21st Century Act (MAP-21), PHMSA is required to evaluate special permits that have been in effect for 10 years and determine whether these long-standing special permits may be incorporated into the HMR.
Increasing flexibility in the transportation of hazardous materialsPHMSA proposes incorporating 98 special permits into the HMR. The 98 special permits PHMSA proposes incorporating into the HMR have broad applicability, are within the scope of the HMR, will increase flexibility in the transportation of hazardous materials, and provide an equivalent level of safety to current regulations. The 98 special permits currently being considered for adoption are contained in Table 8 of the Federal Register notice and the 1,070 not deemed suitable for adoption are contained in Table 9. PHMSA will accept public comments on its proposed actions through March 31, 2015.
