Texas: Renewal of Permit for Industrial Stormwater Discharges? [US]

On October 16th, 2015, the Texas Commission on Environmental Quality (TCEQ) proposed to renew and amend Texas Pollutant Discharge Elimination System, which authorizes the discharge of industrial stormwater and certain non-stormwater.

This proposed general permit would replace the existing multi-sector permit, which applies to the entire state of Texas and is due to expire on August 14th, 2016.

Proposed changes to the new permit

TCEQ is proposing to renew and amend the state’s multi-sector general permit to discharge wastewater under the Texas Pollutant Discharge Elimination System, Permit Number TXR050000.

Some of the proposed changes to the existing permit include amended benchmark values and sampling as well as added clarifying language, SIC codes and effluent limitation guidelines.

The proposed permit and fact sheet are available online at http://www.tceq.texas.gov/permitting/stormwater/sw_permits.html.

Public comments and public meeting

TCEQ will accept written public comments about the proposed amendments via mail to the Office of the Chief Clerk, MC 105, TCEQ, P.O. Box 13087, Austin, Texas 78711-3087 or electronically at http://www.tceq.texas.gov/about/comments.html until November 16th, 2015.

In addition, TCEQ will hold a public meeting at 1:30 p.m., November 16th, 2015 at 12100 Park 35 Circle, Austin, Texas, Building E, Room 201S.
