OSHSB adopts OSHA’s portable circular saw blade guarding standard [US]

On October 2nd, 2015, the California Occupational Safety and Health Standards Board (OSHSB) has proposed to adopt federal OSHA construction standard Section 1926.304(d), which provides specific portable power–driven saw blade guarding requirements for circular saws.

The OSHSB will hold a public hearing on November 19th, 2015 and will accept written public comments on the proposed rule making until that date.

Requirements for safety

The standard specifically requires the saw teeth to have a certain minimum arc to ensure the saw blade will cut safelyOSHSB intends to add this federal standard to Section 4307 (a) and (b) of the General Industry Orders (GISO).

Public hearing and public comments

Since the proposed rule adopts the federal standard essentially verbatim and California’s health and safety regulations must be as stringent as the federal standard, OSHSB is exempt from collecting public comment on this rule.

However, the OSHSB will hold a public hearing at 10:00 A.M. on November 19th, 2015 in the Council Chambers of the Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California.

The OSHSB is also accepting written public comments on the proposed rule until November 19th, 2015.  Comments may be submitted by mail to Sarah Money, Occupational Safety and Health Standards Board, 2520 Venture Oaks Way, Suite 350, Sacramento, CA 95833; or by fax at (916) 274–5743; or by e–mail at oshsb@dir.ca.gov.
