EPA Proposes Three Residual Risk and Technology Reviews
In the September 12, 2018 Federal Register the Environmental Protection Agency (EPA) proposed the results of the residual risk and technology reviews (RTR) for three rules – the National Emission Standards for Hazardous Air Pollutants (NESHAP) for the Surface Coating of Large Appliances; the NESHAP for the Printing, Coating, and Dyeing of Fabrics and Other Textiles; and the NESHAP for the Surface Coating of Metal Furniture. EPA proposed finding that the risks due to emissions of air toxics from these categories under the current standards are acceptable and provide an ample margin of safety to protect public health. Therefore, EPA proposed no new numerical emission limits, but did propose additional requirements for the NESHAPs for Surface Coating of Large Appliances and for Surface Coating of Metal Furniture. Public comments will be accepted through October 29, 2018.
EPA proposed no new requirements for the printing, coating, and dyeing of fabrics and other textiles. However, EPA proposed requiring the use of high efficiency spray application equipment if the source is not using the emission rate with add-on control compliance option for the other two NESHAPs, the surface coating of large appliances and the surface coating of metal furniture. EPA also requested comment on whether the high efficiency spray equipment technology requirement is necessary. Finally, the proposed rule amends emissions during startup, shutdown, and malfunction, provisions regarding electronic reporting of performance test results, and clarifying and technical corrections.
