EPA proposes adding HBCD to list of toxic chemicals (US)

EPA Proposes Adding Hexabromocyclododecane (HBCD) to Community Right-to-Know Toxic Chemical Release Reporting Rule.

The EPA proposed to add a hexabromocyclododecane (HBCD) (which is a brominated flame retardant and used in building insulation and textiles) category to the list of toxic chemicals subject to reporting under section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) and section 6607 of the Pollution Prevention Act (PPA).

EPA is making this proposal because it believes that HBCD meets the EPCRA section 313(d)(2)(B) and (C) toxicity criteria, in that it can be reasonably anticipated that HBCD can cause developmental and reproductive effects in humans and is highly toxic to aquatic and terrestrial organisms.

In addition, EPA believes that HBCD should be classified as a persistent, bioaccumulative, and toxic (PBT) chemical and assigned a 100-pound reporting threshold.

If falling within this new threshold category, the facility will be required to submit its HBCD releases as part of its annual Toxic Chemical Release Inventory (TRI) reporting requirement.

Comments in response to this proposal must be received on or before August 1, 2016. The comments must identify the proposal by Docket ID No. EPA-HQ-TRI-2015-0607 and can be made either online at www.regulations.gov , mailed to Document Control Office (7407M), Office of Pollution Prevention and Toxics (OPPT), Environmental Protection Agency, 1200 Pennsylvania Ave. NW., Washington, DC 20460-0001, or hand delivered.
