The consultation was seeking views on the governments plan to implement and updated formula which would adjust the energy efficiency calculation used by energy from waste plants and enables those plants to ascertain an (R1) recovery status.

The main change to be implemented is to offset the disadvantage the temperature difference of a local ambient climate has on the energy efficiency calculation.

The EU directive 2015/1127 amended the formula to take account of the negative effect warmer climates have on the energy efficiency of energy from waste recovery plants.

The consultation received three responses, two of which had similar points expressed in them. Based on the responses received the government has decided to proceed and make changes discussed in the consultation document. This will introduce legislative amendments to transpose EU directive 2015/1127 by 31 July 2016.

For more detailed information on the proposed changes refer directly to the consultation document and government response document.
