Miscellaneous Producer Responsibility (Packaging Waste) [UK]

These are the Producer Responsibility Obligations (Packaging Waste) (Miscellaneous Amendments) Regulations 2016 (S.I. 2016 No. 241) and came into force on 24th February 2016 (“the 2016 Regulations”) and The Producer Responsibility Obligations (Packaging Waste) (Amendment) Regulations (Northern Ireland) 2016 (S.I 2016 No. 79) (“the 2016 NI Regulations”).

These regulations amend both the Producer Responsibility Regulations Obligations (Packaging Waste) Regulations 2007 (“PROR”) and The Producer Responsibility Obligations (Packaging Waste) Regulations (Northern Ireland) 2007 (“PRONIR”).

These regulations oblige producers of packaging to adhere to standards and targets for recovery and recycling of packaging waste.

The amendments made by the 2016 Regulations are various for both the PROR and PRONIR. In particular Part 2 of the 2016 Regulations makes amendment to the PROR and Part 3 makes amendments to the PRONIR. The remaining Part 4 of the 2016 Regulations provides transitional provisions for amendments made.

Additionally similar changes introduced by the 2016 Regulations for the UK are also individually introduced through the 2016 NI Regulations for Norther Ireland.

Impact assessments have been conducted and reviewed the effect the amendments will have on the cost of business and voluntary sectors. The assessments are available on the legislation webpage.
