DEFRA Open Consultation on Energy from Waste. Views sought on changing the energy efficiency formula [UK]

The Department for Food, Environment and Rural Affairs (DEFRA) has published an Open consultation – Energy from waste: changing the energy efficiency formula (‘R1’ Formula) on its webpage.

The consultation is seeking views from environmental campaigners, the energy sector, waste producers and handlers, environmental health officers and local authorities. The formula is used by energy from waste plants to attain the R1 (recovery) status.

The EU Directive 2015/1127 introduced an amendment to the R1 formula for energy efficiency in Annex II of the EU Waste Framework Directive 2008/98/EC.

The consultation documents detail the changes that would be made to the formula.

In summary plants which recover energy from waste are less efficient in warmer climates and more efficient in colder climates. The locations of these plants throughout Europe vary and the amount of energy produced varies with it.

The proposed amendments to the formula will redress the imbalance of warmer climates on energy from waste plants enabling them to attain the R1 (recovery) status more easily.
