Consultation on New Regulations for Large Combustion Plants [UK]

The Department for Environment, Food and Rural Affairs (DEFRA) has published an open consultation on the draft Large Combustion Plants Regulations 2015.

The consultation, first issued on 14th September 2015, is seeking views on the draft regulations to assess their effectivity.

Objectives

The proposed regulations aim to provide large combustion plants with more time to invest in new technology helping to reduce emissions of nitrogen oxides, sulphur dioxide and dust. This will enable the plants to meet future pollution standards and is referred to as the UK Transitional National Plan (TNP).

Dates of the TNP

The TNP is proposed to run from 1st January 2016 to 30th June 2020 and will provide large combustion plants with an extra four and a half years to become compliant with Industrial Emissions Directive limits.

Reduction of pollution and costs

An emissions trading scheme will be implemented by the regulations among the participating plants so that any unused emissions can be traded, enabling the overall environmental pollution to be reduced but also potentially reducing implementation costs.

Benefits

The TNP will affect 116 facilities, which generate approximately 50% of the UK’s electricity. The regulations will enable changes that reduce pollutant emissions, benefitting the environment, human health and the UK economy.
