[SG] Water efficiency management practices

As of 1 January 2015, the Public Utilities (Water supply) Regulations (Rg 5) are amended by Amendment no. 2 Public Utilities (Water supply) (Amendment no. 2) Regulations 2014_S826_2014.pdf concerning water efficiency management practices as published in the Government Gazette of 16 December 2014.

Monitoring the amount of water use

  The regulations for qualifying consumers in industries require them to monitor the amount of water use in process, cooling towers, boiler, scrubber, cooking area or kitchen and toilets, to submit a water efficiency management plan in respect of each business activity and to keep and maintain complete and accurate records concerning water use. The Public Utilities (Water supply) (Amendment no. 2) Regulations 2014 came into operation on 1 January 2015. Article 40C states that “a consumer is a qualifying customer in respect of a regulatory period if any business activity of the consumer has attained the water use threshold (1) of 60,000 cubic metres of water use per calendar year (2)”. The fourth schedule specifies the water usage areas which need to be monitored in industries: process, cooling towers, boiler, scrubber, cooking area or kitchen and toilets.

Main requirements of a qualifying consumer

  The main requirements of a qualifying consumer are to:
  • notify the Board “of the fact that the consumer is a qualifying consumer” using the relevant form provided on the Board’s Internet website (http://www.pub.gov.sg).
  • notify the Board if he/she ceases to be a qualifying consumer (i.e. in case the threshold is never attained or business activities are ceased).
  • prepare and submit a water efficiency management plan using the relevant form provided on the Board’s website (see first point), which should include among others information on quantities, duration and type of water used and a description of water conservation measures taken (for details check Article 40H).
  • keep and maintain records concerning the information in the water efficiency management plan.
  • if he/she is a relevant consumer, install one or more private meters to measure and monitor the amount of water use at each water usage area mentioned in the Fourth Schedule.
