The Building (Higher-Risk Buildings Procedures) (Wales) Regulations 2025<\/strong> were published on 17 December 2025. They implement aspects of the Building Safety Act 2022<\/span> <\/a>for higher-risk building work in Wales and establish a new procedural framework. Most procedural steps previously under the <\/span>Building Regulations 2010<\/span><\/a> <\/span>will fall under the 2025 framework. It sets out the process for building control approval, changes to approved plans, updating duty holders, handling safety information, and issuing completion or partial completion certificates. It also clarifies powers for local authorities to specify application methods, carry out inspections, conduct testing and sampling, and enforce compliance. The regulations come into force on 1 July 2026<\/strong>.<\/p>\n\n\n\n

The Building etc. (Amendment) (No. 2) (Wales) Regulations 2025 <\/strong>were published on 18 December 2025. They amend the Building Regulations 2010 to implement aspects of the Building Safety Act 2022 for higher-risk building work in Wales. The regulations introduce new definitions, disapply most procedural requirements in the 2010 Regulations for higher-risk buildings (which are instead covered by the Building (Higher-Risk Buildings Procedures) (Wales) Regulations 2025), and clarify the duties and competence of clients, principal contractors, and principal designers. They also set out requirements for notifying building control authorities of changes or completion of work and update procedures for building control approval applications, consultation, commencement notices, fire safety information, appeals, compliance and stop notices. The regulations come into force on 1 July 2026<\/strong>.<\/p>\n\n\n\n

The Building Act 1984 (Commencement 1) (Wales) Order 2025<\/strong> was published on 22 December 2025. The order will bring section 33 of the Building Act 1984<\/span><\/a> (tests for conformity with building regulations) into force in Wales. Section 33 makes provision in relation to testing and sampling for the purpose of ascertaining whether any provision of the building regulations has been, or may be, contravened. This commencement aligns conformity testing and sampling with the broader higher-risk building safety framework. The regulations come into force on 1 July 2026<\/strong>.<\/p>\n\n\n\n

The Building Safety Act 2022 (Commencement No. 6) (Wales) Regulations 2025<\/strong> were published on 23 December 2025 and will bring certain provisions of Part 3<\/span><\/a> and Schedule 5 of the Building Safety Act 2022<\/span><\/a> into force. The provisions enable enforcement powers, clarify how building approvals may lapse, and introduce procedural measures for building control and oversight, including clarifications on which authorities act as the building control authority for higher-risk building projects. The regulations come into force on 1 July 2026<\/strong>.<\/p>\n\n\n\n

These building safety updates apply only to Wales. England already operates its own higher-risk buildings framework<\/span><\/a>. Other UK jurisdictions may introduce similar reforms in due course. Operators should check the relevant local rules as frameworks and timelines differ.<\/p>\n\n\n\n

In December 2025, the Welsh Ministers published a series of building safety regulations. <\/p>\n

The Building (Higher-Risk Buildings Procedures) (Wales) Regulations 2025 establish a new procedural framework for higher-risk building work, taking over steps previously covered under the 2010 Building Regulations. <\/p>\n

The Building etc. (Amendment) (No. 2) (Wales) Regulations 2025 introduce new definitions, clarify the duties and competence of clients, principal contractors and principal designers, and update procedures for approvals, consultation, commencement notices, fire safety, appeals, compliance and stop notices for higher-risk building work. <\/p>\n

The Building Act 1984 (Commencement 1) (Wales) Order 2025 brings testing and sampling provisions into force, aligned with the higher-risk framework. <\/p>\n

The Building Safety Act 2022 (Commencement No. 6) (Wales) Regulations 2025 commence certain provisions of the Act, including enforcement powers, clarifications on lapse of approvals, and procedural measures, some relating specifically to higher-risk buildings. <\/p>\n

The updates may affect developers, contractors and others involved in building work in Wales. <\/p>\n
