EU: Commission Regulation Involving Restriction of Substances in Cosmetic Products Published

A Commission Regulation (EU) 2018/978 of 9 July 2018 amending Annexes II and III to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products has been published. The Decision relates to both Tagetes erecta flower extract and Tagetes erecta flower oil, which is used widely in the cosmetic industry as fragrance compounds. It has been ascertained that previously there were no maximum concentrations, despite the substances risk to human health. Whilst this risk is low, the Scientific Committee on Consumer Safety (SCCS) has now stated maximum concentrations for use within a variety of cosmetic products. This includes both leave-on products (e.g. sunscreen), as well as rinse-off products. The maximum concentrations relate to both applications. The Decision was published in the Official Journal of the European Union, dated 12th July 2018.
