Connecticut: DEEP’s Wiper Rule Finalized, Regulating Solvent-Contaminated Wipes as Conditionally Exempt Hazardous Waste

On August 25, 2017, a final, approved version of the Connecticut Department of Energy and Environmental Protection (DEEP)’s Wiper Rule was published on the Connecticut Regulation-Making Record. The Wiper Rule regulates all solvent-contaminated wipes as hazardous waste that are conditionally exempt from regulation as such, so long as certain requirements specified in the rule are satisfied. The rule, which is intended to reduce compliance costs for industry and especially small business, goes into effect immediately.
