New Guidance for COMAH [UK]

The Control of Major Accident Hazards (COMAH) Regulations 2015 came into force on the 1st June 2015. This guidance is the updated version to take account of these new regulations. This is the third edition of the guidance coded “L111” and takes effect from the 1st June 2015.

What are the changes stated by HSE to this edition ?

  This guidance is for anyone who has duties under the COMAH Regulations 2015. The guidance gives advice on the scope of the new regulations and any duties imposed by them. The 1999 COMAH Regulations have now been revoked. The changes to this edition stated by HSE are detailed below:
  • Lists of subtances are now up to date in line with CLP Regulations.
  • Definitions have been changed
  • Safety reports have transition arrangements
  • In emergency planning a new requirment states there must be co-operation by designated authorities in testing external emergency plans
  • New stronger requirements to provide the public for information and for the first time lower-tier sites now have to provide public information. Provisions now allow for electronic access to up-to-date public information.
  • Domino group sites must now co-operate to share relevant information.
  • Stronger requirements for the competent authority on inspection.
  • Following a major accident local authorities must inform people likely to be affected.
