[UK] Amendments to classification, labelling and packaging of chemicals

The Classification, Labelling and Packaging of Chemicals (Amendments to Secondary Legislation) Regulations 2015 make amendments to 20 statutory instruments due to changes to European legislation.

Globally Harmonised System on the Classification and Labelling of Chemicals “GHS”.

The statutory instruments have been amended where they refer to the existing EU classification system for chemicals. Regulation EC 1272/2008 of the European Parliament and of the Council of 16 December 2008 on classification, labelling and packaging of substances and mixtures (“the CLP Regulation”) introduces a new Globally Harmonised System on the Classification and Labelling of Chemicals (“GHS”). Mixtures classification and labelling must be consistent with the new rules from 1 June 2015.

References to the Management of Health and Safety at Work Regulations 1999.

Minor amendments are therefore made to several important pieces of legislation containing references to the existing classification system, including :
  • the Management of Health and Safety at Work Regulations 1999,
  • the Health and Safety at Work . Act 1974 (Application to Environmentally Hazardous Substances)
  • Regulations 2002 and the Control of Substances Hazardous to Health Regulations 2002.
The Regulations also make a small number of miscellaneous amendments.

Regulatory reminder

All the amending regulations come into force by 1 June 2015 and extend to the UK or more restricted geographical areas as defined in regulation 2.
